Drupal admin users have the ability to create taxonomies and taxonomy terms under each.
So, in the case of the News and Notes view, we chose blog title, blog author, taxonomy terms, and blog text.
The first filter is that the type of content must be a blog entry; the second is that it be published; and the final filter is that the taxonomy term "News and Notes" be applied.
If a blog entry is written and published but does not contain the taxonomy term "News and Notes," it won't get through to the main page.
We have one editor on staff who has final say over what gets pushed to the main site, and that person is the only one with permission to apply the taxonomy term "News and Notes."
